The Librarian
To start this quest head over to Seer's village towards the house where you find the garlic spawn on the table. Once you are there search the books, open it to read its message :" Within the pages of this book you will find the secret to working the very elements themselves. Early in the fifth age, a new ore was discovered. This ore has a unique property of absorbing, transforming or focusing elemental energy. A workshop was erected close by to work this new material. The workshop was set up for artisans and inventors to be able to come and create devices made from the unique ore, found only in the village of the Seers.Once you have read the message you will notice at the end it says Yet this book remains and you may still find a way to enter the workshop within this leather bound volume. Take your knife and use it on the book to find a battered key.
After some time of successful industry the true power of this ore became apparent, as greater and more powerful weapons were created. Realising the threat this posed, the magi of the time closed down the workshop and bound it under lock and key, also trying to destroy all knowledge of manufacturing processes. Yet this book remains and you may still find a way to enter the workshop within this leather bound volume. "

Artisan's Workshop
Watermill
Now that you have your key, head over the the building across the street. Head over and use your battered key on that odd wall. You will then be met by a staircase. Climb downstairs to continue. Once downstairs make your way to the North room to this broken watermill. Turn the wheel on both machines to the left and right of the wheel. Make sure both are green and then pull the never.
Bellows
Once you have the watermill working, it is time for you to move onto the next room. Go to the room to the East and search the crates for soft leather. Then use your thread on the bellows to fix them. Once you've fixed them, pull the lever to get it running.
The Ore
Head over to the center room and search the boxes ( not the crates ) to find a stone bowl. Head over the west room to where the ores are and attempt to mine one. This where you'll be confronted by an Earth Elemental, so make sure to have the appropriate gear. Once the Elemental is defeated, you will only need to pick up the ore that they had dropped.
The Furnace
Head to the south room and use your stone bowl on the flowing lava, then take that stone bowl and use it on the furnace. Then use the ore with four coal to smelt a bar. If you get dialogue saying that it needs to be hotter, make sure the bellows and the watermill are running in the other rooms.
The Anvil
Once you have the bar, head towards the center again and with your hammer and your book in your inventory, use the bar on the anvil to smith a shield. After you have made the shield the quest is over.
