Duke Horacio
Duke Horacio is the ruler of the city of Lumbridge,
including the town and its surrounding are. He is second to King Roald of Misthalin, which they are very good
friends.
In the H.A.M quests he plays the good guy who reunites the goblins and the citizens with after Sigmund tried to start a war with.
In Dragon slayer, he is the one who tells you about the dragon and how to protect yourself from a dragon by giving you a anti-fire shield.
In the Rune mystery quest, he gives you a talisman to take to the wizard's tower in order for them to figure it out later.
I am aware that he returns in other quests but as of 23/11/2021, 2009scape does not have any other quests that mention him.
Location
He is located on the second floor of the Lumbridge Castle.
